This tool was developed by the WHO, the Office of the High Commissioner for Human Rights and the Swedish International Development Cooperation Agency. The overall aim of the toolis to enhance coherence between: international obligations and commitments; national legal, policy and institutional frameworks; and health sector strategies with respect to human rights and gender equality.

Gender Responsiveness Assessment Scale (GRAS) and the elements of good practice for gendermainstreaming (GM) used

Gender specific through to gender transformative depending on level of completion and detail.The tool supports a review of or preparation for a new health sector strategy to identify if the strategy is:

  1. Consistent with, and promotes, human rights standards and principles including gender equality.
  2. Identify gender equality and human rights-related gaps and opportunities with respect to national commitments and health sector strategies, in order to facilitate effective relevant and strategic health sector interventions; and
  3. 3.Generate a multi-stakeholder process and a cross-disciplinary dialogue to addresshuman rights in relation to health.

Challenges

Potential challenges include being able to translate the findings into effective relevant action.
